Fixes:

• Serial Comms: Improve hardware detection test to prevent false failure.
• Tickle Protocol: Fix task initialization problem causing failure of serial comm hardware test.
• DNPR Protocol: Handle failed TCP/UDP socket creation errors preventing DNPR server task crash.
• DNPM Protocol: Improved UDP socket handling for broadcasting time syncs.
• SEL Protocol: Improved fast operate requests immediately upon receipt, deprioritizing ASCII file operations like History, Event, and SER retrieval. Implement hold off timer to enable feedback poll after operate command.  Improved retry logic for getting Event files interrupted by control operations. Attach RID info to HIS and SER filenames for better organization when pushed to central server.

Enhancements:

• SEL Protocol: Improve config interface when adding History, Event, or SER.  A new autoconfigure session is required to pull in that information from the relays.
